To order your saved filters, you have to go to Settings > Saved filters, select the page concerned and drag and drop the filters in the order you wish to see them at the top of your lists or reports. To drag and drop a filter, click on the icon with the six little dots in front of the filter:
Then, at the top of your lists or reports, you see that the filters are displayed in the order you defined:
